This has been a very busy time since the second ARRL Board-of-Directors meeting in July. Karl Bullock, WA5TMC – Vice Director, Delta Division and Amy Bullock, N5TBB – Division Legislative Action Chair (DLAC) and I have traveled many miles within the last few months.
In the meantime, we have started the Delta Division website. Go to: http://www.arrldelta.org and check it out and make your comments. This is the second slice after getting it up and going. I am very grateful to several individuals, because of the duty and performance they gave in this project. I have to acknowledge Phillip Green, N4PWG for the outstanding job rendered and stepping forward to become the web master, Karl Bullock, WA5TMC – Vice Director, Delta Division for donating the space for the web site. The entire Reelfoot Amateur Radio Club has to be acknowledged because several members in that club were ready to step forward to become web master and especially Dr. Jamie Hall, WB4YDL and Glen Snow, N4MJ. I can’t forget the effort by Howard Runions, W4HLR – Assistant Director in order to get the Delta Division web site up and operational.
There were several members in the Delta Division who wanted to have a hand in this project. Initially, David S. Gore, W5DSG, now Assistant Director wanted to take on the project until his job became overloaded. The next person who called was Assistant Director, Elisha J. “EJ” Dixon, N5QJ, he and a family member became ill. Thanks to everyone that contributed in any way to getting the Delta Division web site up and operational.
In a previous e-mail, I reported ARRL and the FCC to be in court. This was due to a disagreement in the way the FCC handled a complaint we filed to be revised and it was denied. We are waiting the outcome of the court decision on October 31, 2007.
The ARRL Legislative Action Program is rolling off to a very good amateur radio service. Rather than attempting to explain the program in this mailing, go to QST February 2007 on page 40 for a complete description. Several of you have contacted me concerning the IARU Region II Band Plan information. After doing research on this subject, I responded to several of you via e-mail.
It appears a small group misinterpreted exactly what the IARU Region II Band Plan is. It is a band plan, not a regulatory ruling by the FCC or a regulatory petition filing by ARRL. This appears to be a band plan for recommendations, not law.
Some may have thought the U.S. or ARRL attempted to shove regulation by band plan down their throats (Region II Band Plan Committee) or through the back door and that was not the case. The U.S. amateurs or Part 97 rules will not change until the FCC initiates a regulatory proceeding.
If you want to verify that 2700 Hz came from Region I plan and not from some scheme by our delegation, look at the band plan at http://www.iaru-r1.org/05%2010%2009%20Region%201%20HF%20Bandplan%202006%20(Amended).pdf . I know you have heard some additional comments on other reflectors.
In working together, we can and will have a very good amateur radio service. This reminds me of the concept You or Me rather than You and Me. With the You and Me concept, it will become better for all parties involved. I hope to hear and talk to you on the bands.
